Arrest of a notorious woman involved in a forged land deed scam, defrauding victims of over 100 million baht

Police from Subdivision 2, Central Investigation Bureau (CIB), arrested "Ms. Ruttai,"
a suspect in an important document forgery case,
after the Thanyaburi Provincial Court issued an arrest warrant
No. 195/2568
dated March 12, 2025.
Officers apprehended her in front of a dormitory
in Samut Prakan province.

This case is classified as one of the major complex crimes.
The suspect had sophisticated methods,
forging land title deeds,
forging power of attorney documents,
and using multi-layered deception tactics.

Investigations revealed that
Ms. Ruttai was part of a criminal gang
specializing in forging land documents,
posing as a loan company officer,
tricking victims into investing,
and using fake land deeds as collateral,
offering high returns to lure victims,
such as processing fees or mortgage interest.

Additionally,
there were schemes to sell mortgaged land
using fake power of attorney documents,
claiming the real owner wanted to sell,
even though the true owner knew nothing about it.
When buyers attempted to transfer ownership,
they discovered they could not proceed,
as none of the documents were certified by the real owner.

This gang staged professional fake transactions,
not allowing victims to enter the land office,
claiming insiders would handle it.
Then they walked out with forged documents,
to build credibility.

Areas with large numbers of victims include Surin, Buriram, Sikhoraphum, Rattanaburi, Thatum,
and many other districts nationwide,
totaling damages of over 100 million baht.

On March 19, 2025,
groups of victims gathered to file complaints
at the Central Investigation Bureau (CIB),
seeking help
and urging authorities to quickly track down and arrest the perpetrators.

Some victims lost everything,
losing all their lifetime savings,
hoping to own prime land plots
or earn returns from lending,
but were deceived by cleverly forged official documents.
Some victims were so stressed they considered suicide,
but were saved in time by relatives and close ones.

After the arrest,
police checked Ms. Ruttai’s criminal record,
finding she had over 20 prior criminal cases,
mostly involving fraud
and document forgery.
It is believed she is connected to criminal networks
in many provinces.

Officers have taken her to the Thanyaburi Provincial Court
to proceed with legal action.
